You should at least offer a rate per line which would allow the contractor to make some money too. You want the moon at 3 cents per line?
If that is the best you can offer, then I think you are a subcontractor yourself on this account that you want to outsource. I never understood the mathematics behind 5000 lines, 10000 lines, 15000 lines. Are these actually MT lines or bhagwan ka prasad?
